INFORMATION ON RESEARCH RESULTS

2. Objectives

The research objectives include:

- To evaluate the current status of management and utilization of facilities and public assets, and to propose feasible and integrated managerial and technical solutions for the governance and sharing of shared facilities and public resources in a regional university system.

- To develop an online asset management software system based on a multi-layer web-based architecture, allowing the updating of asset descriptions, technical conditions, and utilization status. The system supports asset management, declaration, inventory control, and evaluation of facility and public asset utilization in a fast and convenient manner. In addition, the system supports asset information retrieval, registration for borrowing/renting idle assets, scheduling management, searching, filtering, sorting, and prioritizing resource utilization for shared-use scenarios. The system also provides usage statistics, feedback data aggregation from user units, and analysis functions to support the management and coordination of shared facilities and assets.

- Proposed a modern control-based solution to improve service quality and expand the applicability of exploitation, sharing, and common-use operations for several devices with complex control characteristics.

3. Creatives and innovativeness

- To propose a digital-based governance and sharing model for shared facilities and assets suitable for the distributed organizational structure of regional universities, combining centralized management at the university level with autonomous operation at member-unit level.

- To propose and develop a shared asset management software architecture based on a multi-layer web-based model integrated with a Multi-tenancy mechanism, supporting centralized management, access control, and resource sharing among multiple units on a unified platform.

- To integrate and evaluate the applicability of supporting technologies such as resource utilization optimization, QR codes, RFID, image recognition, and data analysis in order to enhance automation and improve the efficiency of shared asset management.

- To propose a system expansion approach toward smart-device management and monitoring, supporting the shared utilization of specialized equipment through network communication and centralized coordination mechanisms.

4. Research results

- The study investigated and analyzed the current status of management and utilization of facilities and public assets among member units in a regional university model. Based on the findings, a governance and sharing model for shared assets suitable for digital transformation in higher education was proposed.

- A data model and system architecture for shared asset management were proposed based on centralized management combined with decentralized access control for multiple member units on a unified digital platform. On this basis, an online asset management software system based on a multi-layer web-based architecture was designed, developed, and experimentally deployed to support asset management, utilization-status updates, declaration and inventory management, usage registration, scheduling management, statistical reporting, and monitoring of shared asset utilization efficiency.

- Several supporting technologies, including RFID, search and filtering functions, and resource exploitation coordination support, have been integrated and experimentally implemented to enhance the level of automation and improve the efficiency of shared facility management. In addition, a modern control-based solution has been proposed to improve service quality and expand the applicability of exploitation, sharing, and common-use operations for the flat-blade fan system applied in several devices with complex control characteristics.

- The system was experimentally deployed at Thai Nguyen University, and the initial results demonstrated its capability to support the management, coordination, and sharing of facilities and public assets among member units, thereby contributing to the digital transformation process in facility and public asset management.
